Kamal Khan dam was one of the major development projects of Afghanistan. Afghan government is in search of financial sources to fund the third phase of the dam. With the completion of the third phase Afghan government will be able to control Helmand river’s water. The Kamal Khan dam consists of three phases: the first phase was completed by a Tajik construction company in 2012, and the second phase was completed in 2015. The completion of the construction of the second phase was delayed due to lack of funds. The dam has the capacity to produce 8.5MW of electricity and to irrigate 80,000 hectares of land. The dam is being constructed on the Helmand River in Chahar Burjak district of Nimroz province. The construction work on the vital project had begun in 1973 but held in abeyance due to country’s security situation. A Memorandum of Understanding in this regard has been signed between Afghan Education Minister and Economic Attaché at the Chinese Embassy in Kabul. Of the total fund, USD 34,6 million would go towards construction of a building for the National Vocational Institute of Afghanistan on 15,000 squares meters of land in the Kart-e-Char district in Kabul. The building would have 65 classrooms, 25 administrative rooms, a conference hall, three computer labs, a dormitory for over 100 students, a library and a mosque. The remaining USD 23,4 million would be spent on the construction of buildings for other schools and institutes. China will continue to assist Afghanistan’s education sector and provide training to teachers of the vocational institute. Herat Province, Afghanistan – “Saffron, the most precious gift of Herat Province!” This note appears on the window of a small kiosk at Herat International Airport garnering the attention of travelers. “Whenever I come to Herat, friends ask me to buy them some saffron; demand is high and saffron is expensive so I cannot buy for everyone; I take only for some,” says 30-year-old Nisar Ahmad. He is a resident of Kabul and visits Herat every once in a while and believes that saffron makes the best gift. According to the National Union of Saffron Growers (NUSG), Herat Province currently produces more than 90 percent of Afghanistan’s saffron although farmers in 25 other provinces grow it too. More than 6,000 Herati farmers grow saffron and some 18 companies sell and export it abroad. Saffron production reaches 3 tons annually in this province, 60-80 percent of which is exported. Da Afghanistan Bank (DAB), Afghanistan’s Central Bank, has announced to put on sale more USD 25 million. DAB requested qualified dealers and commercial banks who already have kept one million and five hundred thousand Afghanis as a guarantee with the Bank to participate in the bidding for the sale of the dollars. Those dealers who have not paid yet the aforementioned guarantee amount to Central Bank can pay it to the Bank a day before the bidding starts and can participate in future bids. Partial settlements are not allowed by the Bank and the bidders are required to submit their guarantee up front during the period specified by the Bank. The Islamic Republic of Iran is planning to increase its share in global gas trade by launching five liquefied natural gas (LNG) factories over the next 3 years. The Managing director of the National Iranian Gas Company (NIGC), Hamidreza Araqi, made the remarks during the International Gas Union’s (IGU) natural gas working group, adding currently Islamic Republic of Iran exports gas to three neighboring countries including Azerbaijan Republic, Armenia and Turkey and will start natural gas exports to Iraq in near future. He said negotiations are underway for exports of natural gas to five other neighboring countries as well, including Afghanistan. Iran’s gas output will hit as much as 330 billion cubic meters in 2017 which in turn will raise the capacity for natural gas exports. A World Bank-led project, CASA-1000 is a transnational project that hopes to address the energy needs of South Asia by directing some of the energy resources from Central Asia, which is endowed with some of the world’s most abundant clean hydro-power cascades, through Afghanistan. Lacking access to sea, Central Asia has no option but to get linked to neighboring states. Owed to its strategic location, Afghanistan is the only possible route option for the CASA-1000 Project. It offers the most direct route for transfer of energy from the Kyrgyzstan Republic and Tajikistan to the energy-hungry Pakistan. Bypassing Afghanistan would add strenuous cost to the project that could make it prohibitive. The Islamic Republic of Afghanistan plans to set up a secondary bond market in order to allow for existing bonds to expand their trade beyond commercial banks, who are the only investors at the moment. The Governor of the Central Bank of Afghanistan said the country was not yet ready to establish a stock exchange, even though some private investors have been pressing for it. “We have to start with a bond market rather than stocks, It’s easier. A stock market needs a relatively secure and safe environment,” said the Governor of the Central Bank of Afghanistan. The Afghan Central Bank, Da Afghanistan Bank (DAB), has issued bonds with maturity of 7 and 28 days, six months and one year to the tune of USD 520mn. The rate for one-year bond is about 6.8-7%.
