Administrative reform process and the implementation of CBR Program is a key topic on the agenda for the Brussels Summit on Afghanistan

The Capacity Building for Results Program (CBR) was launched four years ago and according to its officials, they will not be able to hit the expected target until the end of 2017. There are claims that a number of relatives and supporters of the National Unity Government's (NUG) officials are finding their way onto this program. Officials from Afghanistan Labor Union said unskilled people are being appointed to the program. "In most cases, it has been seen that people are first appointed in a government post and then they are included in the CBR program and this shows that this process lacks transparency," said Maruf Qaderi, head of the union. Meanwhile, a number of dismissed government officials said the capacity building program paved the ground for corruption. "The CBR program has no legal place and it is a tool for taking relatives of officials to the highest positions in government," said Hassamuddin Taluqani, former legislative head of the Ministry of Labor, Social Affairs, Martyrs and Disabled. "Anyone that is in the leadership should appoint figures based on their work capacity. This paves the ground for improving the system," said Nasrin Oryakhail, the minister of labor, social affairs, martyrs and disabled. However, the CBR program officials linked the delay in their activities with the current political situation, saying that they have made achievements since the beginning of the program. "There are a number of issues of taking sides in this program, but the new political commitment made by President [Ashraf Ghani] gives us the hope to overcome the problem as soon as possible," said Najibullah Wardak, head of the capacity building program.
