Afghanistan National Procurement Commission (NPC) approved 7 contracts worth USD 13.7 million

Kabul: The 150th meeting of the National Procurement Commission (NPC) presided by H.E Mohammad Ashraf Ghani, the President of Islamic Republic of Afghanistan, was held on Sunday morning, May 20th, 2018 at Presidential Palace.
At the beginning of the meeting Dip. Engineer Alham Omar Hotaki, the CEO of the National Procurement Authority (NPA), referred to the recent Anti-Corruption Report released by UNAMA in which improvements in transparency of public contracts due to increased oversight by NPC and NPA has been reflected and he thanked H.Es. the President, the CEO, the Second Vice President and the rest of NPC members for their will and support for the procurement reform and curbing corruption.

Afterwards, the NPC reviewed the contracts on the agenda that resulted in approval of 7 contracts worth 13.7 million USD, as follows:

- The contract for Maimana water supply network`s project in Faryab Province.
- The contract for construction of Part II of irrigation system of Falahat farm in Herat province.
- The contract for consultancy services of the monitoring and implementation of the Five Amo river zone project.
- The contract for river consolidation of Shulgara in Shulgara district of Balkh province.
- The contract for salary payroll via mobile money for Kandahar province related to Ministry of Communication and Information Technology (MCIT).
- The contract of procurement of two types of fuel required by the Chief Executive Office.
- The contract for procurement of wood required by the MoI

In addition, the NPC approved the time extension for the consultancy service contract of the Kabul-Jalalabad road, the Separi to Sorkhrod section, the construction works of the Guards Tower of the 203rd Thunder military corps, and the Marshall Fahim Defense University area, and the time extension of the contract for stationary related to the Ministry of the Interior Affairs.

His Excellency, the President of the Islamic Republic of Afghanistan, while approving the Maimana water supply network and consultancy service of Separi to Sorkhrod road emphasized on the need for the effective monitoring of the two projects by the related organizations.

On the other hand, the proposed contract for the maintenance of Kandahar International Airport was rejected by the NPC and the bidding company which had withdrawn from the bids for no valid reasons was referred to the debarment process. The NPC decided that a new procurement process be initiated through a restricted tendering method, pointing out that in future as well such unjustified withdrawals would result in the debarment of the bidders due to losses incurred to the government.
Meanwhile, the contract for the production of 40 megawatts of solar power in e Hesar Shahi area of Nangarhar province, the contract for the physical security of the central and provincial offices of New Kabul Bank and the reconstruction of the Rashidan road in Ghazni province were returned for further reviews.

At the end of the NPC meeting, the NPA proposed procedure the emergency procurement of MoI was approved in principle and the document was referred to Ministries of Finance and Economy for their review and comments.

In this meeting, H.E Dr. Abdullah Abdullah, the Chief Executive of Islamic Republic of Afghanistan, H.E the second Vice President Mohammad Sarwar Danish, Ministers of Finance, Economy and the Acting Minister of Justice, the officials of National Procurement Authority, the national and international observers including the Parliamentary Anti-Corruption Caucus (PACC), the Integrity Watch Afghanistan (IWA), the Finance, Budget and National Economy Commissions of the Lower House (Wolasi Jirga),the Special Inspector General for Afghanistan Reconstruction (SIGAR), and Combined Security Transition Command (CSTC-A) of the Resolute Support had also participated.
