The 148th meeting of the National Procurement Commission (NPC) presided by H.E Mohammad Ashraf Ghani, the President of Islamic Republic of Afghanistan, was held on Sunday evening, May 6, 2018 at Presidential Palace. At this meeting 26 contracts were reviewed, that resulted in approval of 21 contracts worth 41.7 million USD, as the following projects:
- The contract for the procurement of two types of fuel (Diesel and Petrol) required by Attorney General's Office for 2018 fiscal year.
- The contract for the maintenance of fiber optic network of Kandahar-Herat route related to the Ministry of Communication and Information Technology (MCIT).
- The contract for flattening out and landscape of Kabul Administrative Complex related to the Ministry of Urban Development and Housing (MUDH).
- The contract for the construction of education faculty building of Ghor province related to the Ministry of Urban Development and Housing (MUDH).
- The contract for the construction of a transmission and distribution network for industrial park – the agricultural zone of Barikaab, related to the Capital Region Independent Development Authority (CRIDA).
- The contract for the reconstruction of the first phase of the Enjil canal of the Enjil district of Herat province related to the Ministry of Energy and Water (MoEW)
- The contract for procurement of diesel fuel for generators required by Da Afghanistan Breshna Sherkat (DABS) of Kandahar province including of the first and second phase.
- The contract for procurement of two types of fuel (Diesel and Petrol) required by the head office of the central workshops of Ministry of Public Health in two lots.
- The contract for procurement of 13 food items (grains) of cereal required by the military units and components of the Directorate for protection of governmental projects, enterprise and protection unit of Qaisar-Laman ring road for the FY 2018-2019 including of three lots based on framework contract related to Ministry of Interior (MoI).
- The contract for procurement of 15 types of the cereal required by the general directorate of logistics, for FY 2018-2019, the sixth lot related to the Ministry of Interior (MoI).
- The contract for the procurement of two types of fuel required for generators of Afghan Public Protection Force (APPF) related to Ministry of Interior(MoI).
- The contract for the construction of second part of Baad Pakh road of Laghman province with 21+160 km related to Ministry of Public Works (MoPW).
Furthermore, the approval request for amendment (The name correction for the Norgram district) in the consultancy services contract (Recruitment of partner organizations) to assist in the implementation of the citizen charter program in the provinces of (Nuristan, Kunar, and Laghman) related to the Ministry of Rural Rehabilitations and Development(MRRD) was also approved by the NPC.
While discussing about the contract for flattening out and landscape of Kabul Administrative Complex related to Ministry of Urban Development and Housing. (MUDH), the contract was awarded for the first bidder by NPC and H.E the President of Islamic Republic of Afghanistan instructed the economic advisor office to review the enterprises and share the report with the NPC.
Meanwhile the Ministry of Energy and Water (MEW) request for design and construction of 5.5 Megawatts solar power project in Daikondi province was also approved by the NPC.
The NPC approved the proposal of the Independent Commission for Overseeing the Implementation of the Constitution (ICOIC) regarding; renting the buildings required by the different departments of the commission.
In addition, the request of the Ministry of Urban Development and Housing regarding the project of the 1400 apartments in the first phase, located in the Darulaman area in Kabul was approved by the NPC.
On the other hand, the request for the 0.4/20 KV time extension distributive network project with cost extension in Kunduz and Baghlan was discussed at NPC session and H.E the President emphasized that the people of the mentioned provinces need to have electricity. This project was approved in condition of the review that how this network was burned and there should be a proper schedule for implementation of the project.
But NPC did not approve the contract for construction of the 17 KM road beyond Kokcha of Khwja Ghar district to Dasht Ghala district of Takhar Province and the contract for the construction of the 7 KM Kabul-Logar road (From Tangetel Logar to Chehl Dokhtaran) and the contract for road construction project in Najrab district of Kapisa province, including of four lots (Kharej Darah, Kala Hoot, Ghacholan and Jorghal), with 15+562.87 KM long related to the Ministry of Public Works(MOPW). The NPC members emphasized that these projects are very important and the process of these contracts should be dismissed and the MoPW should come up with the second option to the NPC.
Meanwhile the contract for procurement of 11 types of (grains) and food stuff required by Ministry of Public Health (MoPH) and the contract for feasibility studies of the Andkhoi irrigation canal of Faryab province related to Ministry of Agriculture, Irrigation and Livestock (MAIL) was not approved due to some technical problems in the contracts. The ministries were requested to solve these problems and the project should be presented in the upcoming NPC session.
The assigned committee presented their report about the completion of the project and concrete barrier removal and armored stands required for security check points of the Attorney General's Office related to the Ministry of the Interior(MoI) and after the presentation the project was approved by the NPC.
The request for procurement of two types of meat for the General Directorate of Logistics and procurement of two types of fuel required by General Directorate of Prisons and Detention Centers of Ministry of Interior was also discussed at NPC and was approved. H.E the President of the Islamic Republic of Afghanistan instructed the MoI and NPA officials to review these contracts and come up with a proper plan and report to the NPC.
While discussing the MoI contracts, H.E the President emphasized that sluggish and not providing proper food based on contracts to the Afghan National Police is not acceptable and the MoI officials were assigned to review all their contractor regularly and shared the report bi-monthly with the H.E President Office.
The NPC rejected the request for temporary amendment of the contract rules for the procurement of 4 types of meat for military units of components of the Afghanistan National Army (The modification of chicken meat to beef in accordance with the presented prices in FY 2018) due to spread of Avian Influenza. The report of the officials of the MAIL and MoPH was presented to the NPC and according to their report there was not serious issue with the chicken meat, so the MoD can use the chicken in their menu.
The NPC members discussed about the request for extension of the Sayed Jamluddin Afghan Teacher Training College complex related to Ministry of Education. Meanwhile the assigned committee for reviewing of this project presented their report and after that the request was approved by the NPC.
In this meeting, H.E the second Vice President Mohammad Sarwar Danish, the Minister of Economy, acting Ministers of Finance and Justice, the officials of National Procurement Authority, the national and international observers including the Parliamentary Anti-Corruption Caucus (PACC), the Integrity Watch Afghanistan (IWA), the Finance, Budget and National Economy Commissions of the Lower House (Wolasi Jirga),the Special Inspector General for Afghanistan Reconstruction (SIGAR), and Combined Security Transition Command (CSTC-A) of the Resolute Support had also participated.
