Iran energy sector needs USD 150 billion investment

Iran’s energy sector will require an investment of $150 billion over the next five years, according to Petroleum Ministry Director General of Strategic Planning, Saied Qavampur. “In the meantime, the private sector and foreign investors are due to fund 100 billion dollars of the projects. The rest will be financed by local sources which will mainly be directed to upstream oil and gas projects” - says Saied Qavampur. Iran is set to raise gas exports to 200 million cubic meters per day, supplying the fuel to Iraq, Pakistan and other neighboring countries.

Indian PM inaugurates new Afghan Parliament built by India in Kabul

Kabul 25 December 2015 - The Afghan President Mohammad Dr. Ashraf Ghani and Indian Prime Minister Narendra Modi inaugurated the new Afghan parliament building. The new parliament building was inaugurated in the presence of Abdul Rauf Ibrahimi, Speaker of the Lower of House Parliament (Wolesi Jirga) and Abdul Hadi Muslimyar, Chairman of the Afghan Senate
House – Upper House of Parliament. President Ghani and PM Modi took a tour of the parliament building and arrived at the main session hall in the presence of the guests including Afghan parliament members. Having the elements of Mughal and modern architecture with marbles used from Chesht-e-Sharif district of western Herat province, work on the new parliament building tarted in 2009 by India’s premier government-owned construction agency – Central Public Works Department (CPWD), with an estimated construction cost of $90 million. One of the key features of the new parliament building is its dome which is said to be one of the largest among the parliaments in Asia. Speaker of the Lower House of Parliament (Wolesi Jirga) Abdul Rauf Ibrahimi thanked the government of India and the Indian people for the gift of the new parliament building. Narendra Modi started his speech by paying tribute to the Afghans who have sacrificed their lives, describing Afghanistan as a nation of pride, freedom and liberty, saying Afghanistan is a country with an abiding faith in the tradition of Jirga and has chosen democracy against challenge that would have defeated a lesser people. He also added that “We are deeply touched that you have chosen to name one of the wings in this building Atal Block. This will stand as an enduring symbol of the ties of emotions and values of affection and aspirations that bind us together.”

Afghanistan, European Union, and United States met on December 9th 2015, in Islamabad, on the margins of the Heart of Asia Ministerial

The Islamic Republic of Afghanistan, the European Union, and the United States of America met on December 9th 2015, in Islamabad, on the margins of the Heart of Asia Ministerial. Foreign Minister Salahuddin Rabbani, U.S. Deputy Secretary of State Antony J. Blinken, and Deputy Secretary General of the European External Action Service Helga Schmid led the delegations. Discussions focused on the preparations for the 2016 Warsaw and Brussels Conferences on Afghanistan and the latest regional security and economic developments. The U.S. and Afghanistan welcomed the decision taken by the European Union to host the Brussels Conference on Afghanistan on October 4-5, 2016.  The three sides agreed to work together to support preparations for the Brussels Conference, and ensure that the efforts of the Afghan government and the donor community are closely aligned in the spirit of mutual accountability. They agreed that the Brussels and Warsaw conferences were important opportunities to support the Afghan government as it advances its reform and governance agenda.  Progress on these Afghan reform commitments is crucial to enabling the donor community to extend extraordinary commitments of security and development assistance to Afghanistan at the Warsaw and Brussels Conferences, respectively. The delegations agreed on the need for strong Afghan ownership in preparing the two conferences and called on all international partners to pledge robust support to Afghanistan in connection with the conferences. Afghanistan, the EU and the U.S. welcomed the high-level regional participation at the Heart of Asia Ministerial, which provides all partners with an opportunity to address common challenges and reach mutually beneficial solutions.

How to get Iran’s Economy back on Track


Some observers in Iran believe that the national economy needs a coordinator rather than a command center to put everything in order.
In other words, a group that has good relations with major market players and open ears to domestic and foreign advisers.
However, given the chronic maladies the Iranian economy has been suffering from — inflation, reliance on oil sales, bureaucracy and, more significantly, institutionalized corruption — it would be simplistic to assume that the widespread conflicts of interest between rival groups can be addressed in the absence of an influential and authoritative command center.
The complicated nature of the Iranian economy might indeed have been the very motivation behind Supreme Leader Ayatollah Ali Khamenei’s call in August for the formation of a resistance economy command headquarters for the post-sanctions era. In this vein, the key questions are: Who will lead this headquarters and how will it manage to succeed?
At present, the main economic policymakers include the Supreme Council of Economy; Management and Planning Organization; Ministry of Economic Affairs and Finance; Central Bank of Iran; Coordination Headquarters for Economic Affairs; and Coordination Headquarters for Resistance Economy. However, it is not yet clear which one of these bodies is actually leading the direction of the national economy.
Critics believe many of the economic objectives set by the bodies mentioned above are not coherent. Indeed, the authorities seem to have failed to correctly define the problems the economy faces, recognize the beneficiaries, find the right analytical methodologies and develop a comprehensive statistical system — all of which are prerequisites for an effective economic policymaking process.
Mahdi Barakchian, a prominent academic based at Sharif University of Technology, argues that a top decision-making body, if formed, can ensure the coherence and consistency of policies. So far, no policymaker has been able to play a central role in leading the economy into prosperity, although many believe the Coordination Headquarters for Economic Affairs, whose sessions President Hassan Rouhani (pictured) has regularly attended in the recent past, has the potential to command the final word.
Rouhani set up this body two years ago, upon taking office, to get directly involved in the economic decision-making of the country. The entity has 10 members and is chaired by the president, who regularly heads its meetings, which are held twice a week. The headquarters aims to coordinate the main economic officials who work within the Rouhani administration.
Alinaghi Mashayekhi, an economist and lecturer, believes the Iranian economy needs an “integrated, agile and strong” body to address the myriad economic woes, lamenting that the Supreme Council of Economy — one of the oldest policymaking bodies in the country — has lost its function. He insists that a new economic command center should be formed to address the “big problem,” which he says is the lack of a supervisory mechanism. Almost every technocrat in Iran agrees that the elected president must chair the command group and, of course, urges the president to spend more time meeting with top economic officials and experts on a regular basis.
A command center is seen as an opportunity that should be seized, given the many economic woes that have not been addressed in the past couple of years — even under Rouhani. Among these matters is the huge government debt, which is estimated at as high as 4 quadrillion rials ($130 billion) — more than double the central government’s budget. This massive debt is just the tip of the iceberg, as the government also has to try to improve the overall business environment, get rid of the inefficient state economy and address the country’s looming water crisis — just to name a few of the key challenges in the coming years.
Given the desperate state of the job market and the lost social welfare in the past decade, the government must make an urgent and wise decision on the economy if it is to satisfy public opinion. Barakchian warns that Iran’s economy needs to attract at least $150 billion in foreign investment by March 2021 to achieve the average 8% growth rate set in the sixth five-year economic development plan.
He argues that even if this capital is attracted, the country’s gross domestic product per capita in 2018 will not even approach that registered in 2011, let alone that reached in 1977. Indeed, he predicts that every political party would lose if the Rouhani administration fails in its attempt to save the ailing economy — including the conservatives. In this vein, “the re-emergence of a populist government would also be predictable,” he warns.
To avoid such a dire scenario, it would be a good idea for the moderate incumbent administration to immediately form an authoritative economic command headquarters composed of senior economic officials and experts, including some who represent the moderate conservative parties. Such cooperation will have three major advantages:
First, the Rouhani administration, which has concerns about losing popularity as a result of the adoption of tough economic policies, can share the impact of the likely social backlash with its conservative rivals. Hence, the moderates will be able to minimize the social and political consequences of the adoption of unpopular — but wise — economic policies.
Second, if moderate conservatives are involved in the macroeconomic decision-making process, the administration would be able to indirectly control the mass media campaigns that might oppose and undermine its economic policies, given that the state broadcaster and many influential media outlets are controlled by conservative groups.
Lastly, only when the administration’s concerns about public opinion are addressed will policymakers dare to shift from a short-term to a long-term economic approach — a strategy that could help Rouhani’s team enhance market stability and ultimately reform the economy — without undermining its political standing.

Construction works of Kamal Khan dam in Nimroz province of Afghanistan successfully completed after 49 years

Kamal Khan dam was one of the major development projects of Afghanistan. Afghan government is in search of financial sources to fund the third phase of the dam. With the completion of the third phase Afghan government will be able to control Helmand river’s water. The Kamal Khan dam consists of three phases: the first phase was completed by a Tajik construction company in 2012, and the second phase was completed in 2015. The completion of the construction of the second phase was delayed due to lack of funds. The dam has the capacity to produce 8.5MW of electricity and to irrigate 80,000 hectares of land. The dam is being constructed on the Helmand River in Chahar Burjak district of Nimroz province. The construction work on the vital project had begun in 1973 but held in abeyance due to country’s security situation.

Technology competition for Afghan citizens

The US Embassy in Afghanistan announces the '2016 Global Innovation' technology competition for Afghan citizens. Innovators and entrepreneurs with an idea or startup that addresses a problem connected to science and technology innovation, such as the environment, health, agriculture, water, energy, or space science, are encouraged to submit their projects to the competition, starting December 7, 2015. Nel 2013 sono due i fattori che stimolano lo sviluppo del settore della pietra tagliata in Afghanistan (e anche altrove) – l’incremento del costo del marmo di alta qualità e l’aumentata richiesta di pietra naturale in molte parti del mondo. Secondo un rapporto pubblicato su Bloomberg.com in data 16/01/13, “i russi, indiani e cinesi più ricchi acquistano i marmi più costosi al mondo... i prezzi subiscono incrementi di circa il 7% l’anno... il record attuale è di 2300€/m2. La regione di Carrara in Italia è comunemente considerata come la fonte del “miglior” marmo in termini di colore e proprietà fisiche. Stando però ai comunicati stampa vi sarebbero alcuni marmi bianchi afghani in grado di competere con “il meglio”. Nel frattempo, nel XXIII Rapporto Marmo e pietre nel mondo pubblicato da Aldus, Carrara, il dott. Carlo Montani – da tempo considerato una delle voci più autorevoli nel mondo della pietra - fa notare che la richiesta mondiale di pietra tagliata continua a crescere.

Fatti principali e storia
La superficie complessiva della Repubblica dell’Afghanistan è di 647.500 km2, più o meno come il Texas o, se vogliamo, 150.000 km2 in più della Spagna. Confina a nord con il Turkmenistan, l’Uzbekistan e il Tagikistan, nell’estremo nord-est con la Cina, ad est e a sud col Pakistan e ad ovest con l’Iran. Il Paese è attraversato da est ad ovest dalla catena montuosa dell’Hindu Kush, che nella sua parte orientale comprende vette di più di 7.300 m. Tra i più di 30,5 milioni di persone che costituiscono la popolazione del Paese, un’alta percentuale vive nelle zone del sud-ovest, molto meno montagnose. Dario I e Alessandro Magno furono i primi a sfruttare l’Afghanistan come porta verso l’India. I conquistatori islamici giunsero poi nel VII secolo, seguiti da Gengis Khan e Tamerlano nel XIII e XIV secolo. Nel XIX secolo l’Afghanistan divenne campo di battaglia della rivalità tra l’Impero Britannico e la Russia degli Zar, per il controllo sull’Asia centrale. Nel 1893 i britannici definirono una frontiera non ufficiale che separava l’Afghanistan dall’India britannica, concedendo piena indipendenza all’Afghanistan nel 1919 (paradossalmente l’India dovette aspettare il 1947 per diventare indipendente). Nel giugno 2002 è stata fondata una Repubblica multi-partito con Hamid Karzai come presidente. Karzai dovrà però ritirarsi prima delle nuove elezioni del 2014. Nel 2010 il PIL pro capite del Paese era pari a 900 dollari.

Risorse e riserve di pietre tagliate
Alcuni dei primi indizi di attività mineraria svolta dall’uomo nel mondo giungono proprio dall’Afghanistan e risalgono a circa 6000 anni fa. Fu solo però nel XIX secolo che iniziarono tentativi sistematici di valutazione delle risorse minerarie del Paese, dapprima con le spedizioni militari britanniche e successivamente attraverso l’Ente di ricerca geologica dell’India (Geological Survey of India). Nel 1965 il governo afghano fondò un proprio ente di ricerca geologica nazionale. Tuttavia le ricerche furono pesantemente limitate dopo l’invasione sovietica nel dicembre 1979. Con il ritiro delle truppe sovietiche nel 1989 l’ente di ricerca geologica afghano (AGS) fu vittima di gravi conflitti interni. Nel 2004 l’ente di ricerca geologica britannico e quello americano hanno dato inizio a progetti di collaborazione con l’AGS e col Ministero delle miniere e dell’industria. Attualmente nel Paese è attiva una autorità per la supervisione e il monitoraggio dell’attività mineraria con elevati standard internazionali. Tra le pietre preziose e semipreziose dell’Afghanistan figurano smeraldi di alta qualità, lapislazzuli, granati rossi e rubini. Sono stati identificati circa 65 depositi di pietra tagliata e alcuni di essi sono in grado di contenere cave multiple. I tipi di pietra più importanti sono il marmo, il travertino, l’onice

Индия построит фабрику по производству ковров в провинции Джаузджан (Афганистан)

В провинции Джаузджан (ИРА) при финансовой поддержке Индии будет построена фабрика по производству ковров.

Соответствующее соглашение с центром профессиональной подготовки Индии было подписано министром труда и социальных вопросов Афганистана. Проект стоимостью 12,5 млн. долларов планируется завершить в течение ближайших восьми месяцев.

China pledges to grant USD 58mn for the development of Afghanistan’s education sector

A Memorandum of Understanding in this regard has been signed between Afghan Education Minister and Economic Attaché at the Chinese Embassy in Kabul. Of the total fund, USD 34,6 million would go towards construction of a building for the National Vocational Institute of Afghanistan on 15,000 squares meters of land in the Kart-e-Char district in Kabul. The building would have 65 classrooms, 25 administrative rooms, a conference hall, three computer labs, a dormitory for over 100 students, a library and a mosque. The remaining USD 23,4 million would be spent on the construction of buildings for other schools and institutes. China will continue to assist Afghanistan’s education sector and provide training to teachers of the vocational institute.
