Министерство торговли и промышленности Афганистана заявило о покупке 150 тысяч тонн газа у Азербайджана.
Глава топливного департамента министерства Фаридулла Шерзай сообщил о подписании контракта на поставку азербайджанского газа в Афганистане.
3 тонны газа уже были доставлены в юго-западную часть страны.

Farmers in Herat Province have shown that saffron cultivation could replace poppy production as a lucrative means of income

Herat Province, Afghanistan – “Saffron, the most precious gift of Herat Province!” This note appears on the window of a small kiosk at Herat International Airport garnering the attention of travelers.
“Whenever I come to Herat, friends ask me to buy them some saffron; demand is high and saffron is expensive so I cannot buy for everyone; I take only for some,” says 30-year-old Nisar Ahmad. He is a resident of Kabul and visits Herat every once in a while and believes that saffron makes the best gift.
According to the National Union of Saffron Growers (NUSG), Herat Province currently produces more than 90 percent of Afghanistan’s saffron although farmers in 25 other provinces grow it too. More than 6,000 Herati farmers grow saffron and some 18 companies sell and export it abroad. Saffron production reaches 3 tons annually in this province, 60-80 percent of which is exported. NUSG’s data also show saffron cultivation is more prevalent in Ghoryan, Pashtun Zarghoon, Enjil and Gozara compared to other districts in Herat Province.
Consumers use saffron for medicine, in foodstuff and cooking, and as a remedy for many ailments. Currently, the price of a kilogram of Afghanistan’s saffron in the global markets is around $2,000. “Saffron can be cultivated in many areas. Economically, if each family had half a jerib or one jerib (half an acre) of land for saffron, we would be saved from poverty”, says Bashir Ahmad Rashidi, head of NUSG and also head of Aryana Saffron Company. His company, started in 2011, is now considered one of the premiere companies in saffron production.
Saffron production in Afghanistan dates back to more than 100 years. But saffron cultivation was forgotten until some 22 years ago when some Afghans who had been acquainted with saffron cultivation and production in Iran returned and decided to continue the practice in Ghoryan district in Herat Province. This trend, which started with 60 square meters of land, moved so fast that now more than 800 hectares of land in Herat are under saffron cultivation.
The lucrative harvest of saffron drew the government’s attention, giving rise to the idea that saffron can become a good source of income for rural inhabitants. Thus, the Ministry of Agriculture, Livestock and Irrigation (MAIL) imported 18 tons of saffron from Iran and the pilot cultivation phase started. Four years later, it was clear that the result was better than expected.
Increasing saffron production, decreasing poppy cultivation
The Government of Afghanistan and international community have been trying for some years to increase saffron production as well as raise awareness of its benefits. This is aimed at discouraging farmers from poppy cultivation and reducing poppy in the country. According to the United Nations Office for Drug and Crime, Afghanistan is among the top poppy producers in the world.
Initiatives, such as the Afghanistan Rural Enterprise Development Program (AREDP) that operates within the framework of the Ministry of Rural Rehabilitation and Development (MRRD) and supported by the World Bank and Afghanistan Reconstruction Trust Fund (ARTF) http://www.artf.af/ , are geared towards expansion of Afghanistan’s licit industries in order to reduce poppy cultivation.
Started in 2010, AREDP aims to enhance economic mobilization and activities by organizing the rural poor into Savings Groups, Village Savings and Loan Associations, and Enterprise Groups. It works towards strengthening market linkages and value chains for rural enterprises by providing technical support to over 1,345 Enterprise Groups (63 percent female) and 256 Small Medium Enterprises (13 percent female) that have been selected for their potential as key drivers of rural employment and income generation.
Among other tasks, this program regularly convenes exhibitions and gatherings about cultivation, production, and selling of saffron so that farmers are better educated on the saffron cultivation process. It also enables farmers to travel so that they could learn from the experiences of other countries.
“We have provided five national exhibitions for 10 saffron enterprises,” says Rahmatullah Quraishi, Executive Director, AREDP. The AREDP have also supported exposure visits to India for about six saffron enterprises of Herat province to enhance their knowledge, technical skills, and market linkages about saffron. The trip cost almost $20,000 to $30,000, Quraishi points out, adding that such trips have proved to be very instrumental in improving saffron production, market linkages, enhancement of skills and knowledge in Herat. Following this exposure visit and technical support from AREDP, there has been an increase of around 90 percent in sales and 20 percent in employment in these enterprises.
Although saffron production has been off to a good start, saffron producers are hoping to see an increase in demand in foreign and domestic markets. “We have very few contracts through which the farmers can officially export saffron, but it is individually exported to India, Dubai, and Turkey,” says Bashir Ahmad Rashidi. He expects that saffron production in Herat will rise to 4 tons in 2014 and would like to see more attention paid to supplying saffron to domestic markets. “Using saffron has increased in Afghanistan, but has not become part of the culture yet,” he observes.
More jobs for women
Cultivation and production of saffron creates numerous job opportunities, especially for women who perform 80 percent of the activities including harvesting, refining, and packaging.
Beheshta Karimi, a young woman in her twenties, works for Aryana Saffron Company. She is responsible for refining and packaging the produce. In this capacity, she oversees around 10 other women and works alongside them in a small room. Desks are arrayed in the corners of the room and the women calmly carry out their activities behind these desks.
“We start at 8 in the morning and by 5 in the afternoon, we must prepare one kilogram of saffron ready for packaging,” says Beheshta. She receives a salary of Afghani 7,000 (about $120) and her subordinates receive Afghani 5,000 (about $87) per month. She does not consider her work difficult and says that her colleagues are extremely happy to have this job opportunity.

Afghanistan marble's key role

RISING DEMAND FOR QUALITY NATURAL STONE IN MANY PARTS OF THE WORLD IS GOOD NEWS FOR COUNTRIES LIKE AFGHANISTAN, WHICH HAS EXCELLENT POTENTIAL. ASSUMING CONTINUING POLITICAL STABILITY, THIS CENTRAL ASIAN COUNTRY IS SET TO BECOME AN IMPORTANT SOURCE OF HIGH QUALITY MARBLE AND OTHER STONE. PAUL DANIEL TALKED TO THE LOCAL EXPERTS.

Two factors are stimulating the development of the dimension stone industry in Afghanistan (and elsewhere) in 2013 - the rising price of high quality marble and the increasing demand for natural stone in many parts of the world. According to a report in Bloomberg.com on 16/01/13, ´ the richest Russians, Indians and Chinese are buying the world´s most expensive marbles ...prices are rising about 7% a year...the current record is 2300€/m2 . The Carrara region in Italy is widely regarded as the source of ´ the best´ marble in terms of colour and physical properties. If press reports are to be believed, some Afghan white marbles can compete with ´the best´. Meanwhile in his XXIII Report Marble and Stones in the World published by Aldus Publishers of Carrara, Dr Carlo Montani - long regarded as an authoritative voice in the stone world - notes that the world-wide demand for dimension stone is still on the rise.

Basic facts and history
The total area of the Republic of Afghanistan is 647.500 km2, about the size of Texas in the USA and roughly 150.000 km2 larger than Spain. To the north lie Turkmenistan, Uzbekistan and Tajikistan, at the extreme north-east is China, to the east and south is Pakistan, and to the west is Iran. The country is split east to west by the HinduKush mountain range, rising in the east to heights of over 7.300 m. A high percentage of the current population of around 30,5 million live in the less mountainous south-west of the country. Darius I and Alexander the Great were the first to use Afghanistan as the gateway to India. Islamic conquerors arrived in the 7th century, followed by Genghis Khan and Tamerlane in the 13th and 14th centuries. In the 19th century Afghanistan became a battleground in the rivalry between Imperial Britain and zarist Russia for the control of Central Asia. In 1893 Britain established an unofficial border separating Afghanistan from British India, and granted full independence to Afghanistan in 1919. (Ironically India did not achieve independence until 1947).

Dimension stone sources and reserves
Some of the earliest indications of mining, anywhere in the world, come from Afghanistan - around 6000 years ago. It was not until the 19th century that systematic attempts were made to assess mineral resources in the country, initially by British military expeditions and later by the Geological Survey of India. In 1965 the government of Afghanistan inaugurated the National Geological Survey. Investigations were severely curtailed with the Soviet invasion in December 1979. Following the withdrawal of the Soviets in 1989 the Afghanistan Geological Survey (AGS) office found itself literally on the front lines of internal conflicts. In 2004 the British Geological Survey and United States Geological Survey began collaborative projects with the AGS and Ministry of Mines & Industries. Today a mining regulatory, supervisory and monitoring authority of a high international standard exists in the country . Precious and semi-precious stones in Afghanistan include high quality emerald, lapis lazuli, red garnet and ruby. Around 65 deposits of dimension stone have been identified and some of these can support multiple quarries. Marble, travertine, onyx and granite are the main stone types. Marble is extracted from quarries in at least 14 Afghan provinces.

The following data was taken from a brohure produced by the AGS:

-Kabul Province. Proterozoic marble is quarried in Ghazak, Hazare Baghal, Kariz-Amir, Pul-e-Charkhy, Qalamkar and Tara Kheel. The Kariz-Amir marble occurs about 40 km north of Kabul and consists of granular white, rarely grey-yellow marble. A fine-grained black marble occurs 32 km east of Kabul at Ghazak.

-Logar Province. Proterozoic marble is extracted in Awbazak, Dehnow and Mohammad Agha. Awbazak marble is bioclastic and brown in colour. Dehnow marble is brecciated and brown in colour, whilst Mohammad Agha marble is black and white.

-Wardak Province. Proterozoic Maydan marble occurs near Maydan Shar and consists of grey and dark grey material in beds up to 450 m thick interbedded with schist. The Maydan Marble Mines have five working areas in a 10-12 km outcrop that has been worked for around 40 years.

-Badakhshan Province. The Silurian-Devonian Bini-Kama marble consists of medium and coarsely crystalline marble; the resource is estimated at 1300 million tons.

-Herat Province. Proterozoic Chesht-i-Sharif marble occurs 120 km east of Herat city and consists of a finely crystalline marble ranging in colour from pure white to a subtle light green. This is one of the most popular Afghan dimension stones.

-Nangarhar Province. The Proterozoic Khogiani marble occurs 35 km south-west of Jalalabad and consists of a white marble popularly known as Afghan White.

-Samangan Province. Samangan marble is available.

-Parwan Province. Kaftar Khana, Galatak and Salang marbles occur in this province.

-Khost Province. Zurmat marble is found here.

Onyx marble is quarried from several provinces in Afghanistan including Bamyan, Helmand and Faryab, with colours including shades of yellow, green and brown. High quality granites in Bamyan Province which form the Shirbatu Granite Complex were identified by Afghanistan Geological Survey (AGS) geologists in 2010. The complex is located about 225 km by road north-west of Kabul. Based on outcrop dimensions the resource may contain 32 billion m3 of granite in various colours. According to the AGS, resources at Shirbatu could provide the basis of a profitable dimension stone industry supplying for example tiles in the surrounding region including Kabul. There are also granite deposits in Nooristan, Badakhshan, Panjsher, Jalalabad, Herat and Konar. More recently a detailed ´Marble survey´ was conducted under Afghanistan Small and Medium Enterprise Development Project (ASMED) managed by Wind Engineering & Construction Company.

Published assessments
According to a report Afghanistan Marble/Granite by USAID/ASME published in December 2008, the dimension stone industry has the potential to contribute up to 4% of GDP. As we shall see, there are successful companies in the sector but there are obstacles to be overcome. Top of the action list is perhaps to stop blasting in dimension stone quarries, for obvious reasons. Since 2009 some companies have purchased diamond wire machines. However capital investment to purchase these machines and associated drilling machines is beyond the means of small companies. Help may be forthcoming under certain conditions. 'Afghanistan' was published by the Afghanistan Investment Support Agency (AISI) in 2012 and is available online. In this lengthy report author Abdul Ghafar Rassin, Senior Economic & Financial Specialist at the Ministry of Mines, says that the Afghan marble industry has grown by 60% since 2008. A full Market Analysis is presented in which it is stated that there are around 31 active dimension stone quarries in the country and 72 processing plants. But in terms of market share, there are 7 companies - 3 in Herat, 2 in Nangarhar (Jalalabad) and 2 in Wardak Province - that supply over 60% of production. Notes Mr. Ghafar Rassin, the Chesht-i-Sharif white marble from Herat in the west and Afghan White marble from near Jalalabad in the east have much higher quality than marble from other provinces. ( According to several sources, Chesht-i-Sharif and Afghan White marbles are on a par with Carrara marble in terms of quality ). Based on field data collected by the Ministry of Mines, projections show that in terms of the number of employees, volume of production and share of GDP, the marble industry could grow fivefold over the next 5 years provided that certain steps are taken. The paper notes that at present, almost 85% of the domestic market is dominated by Pakistani marble due to lower prices. The main constraints to improving the competitiveness of Afghan marble products are discussed in the paper.

Markets
At present, most Afghan dimension stone principally marble - that is exported is in the form of raw blocks. Pakistan, Turkmenistan and Iran are the main buyers. A few companies have processing equipment able to produce export quality slabs and tiles. These products are mainly sold to Middle East, Central and South Asian buyers.

Leading players
According to local experts, the following companies are presently among the market leaders in Afghanistan (in alpabetical order):

- Arian Marble Industries, Jalalabad. This company has been in business for 11 years and sells Afghan White marble tiles, slabs and marble handicrafts. The daily production capacity is over 21 m3 (750 ft3). Arian Marble says it can meet all domestic and foreign market demands.

- Equity Capital Mining (ECM), Herat. Prior to returning to their homeland in 2006, brothers Nasim and Adam Doost had accumulated over 35 years experience in prospecting for and mining amethyst and garnet in Zambia, Brazil and Peru. Back in Afghanistan the Doost established Equity Capital Mining (ECM) in 2007. They began receiving USAID private sector development support in 2009. The brothers have since invested heavily in marble quarrying equipment and a processing factory. The Chesht-i-Sharif deposit east of Herat City is regarded as one of the finest sources of white marble in Afghanistan. The Ministry of Mines has calculated reserves of at least 3 million m3 in the area. The quarry owned by Doost is equipped with 15 diamond wire machines, 5 front-loaders, 2 excavators, 2 bulldozers, 4 generators, compressors, drilling machines and other equipment. The volume of marble extracted is around 400 m3 a year. The road from the quarry to the Doost Marble Factory in Herat City is a one-lane gravel road most of the way and is 167 km long. Journey time is about 5 hours by car and 10 hours by truck. There are plans to extend power lines to the quarry area and build processing facilities locally. The $6 million Doost factory in Herat was inaugurated in May 2011. The processing equipment installed includes a Gaspari Menotti gang saw, a block cutter, tile line, polishing line and 5 bridge saws. The products sold include blocks, slabs, tiles, paving, memorials and sculptures. About 60% of production is exported - to Italy, India, USA, Turkey, UAE, China, Turkmenistan and Kazakhstan. ECM´s annual turnover is around $US 2 million. The Doosts estimate that incuding quarry personnel and indirect employment incuding sales and distribution, ECM has created around 4000 jobs to date. In recent projects, ECM Doost is supplying marble tiles for the lobby floor of the Womens American University in Kabul, and about 40.000 ft2 for the new Afghan Parliament Building.

- Ghulghula Marble Processing Factory, Omid-isabz Township, Kabul. Ghulgula was founded in 2006. Abdul Ali Jafary is General Manager. He has 40 years experience in carving and processing stone. Equipped with new machinery, Ghulghula has created jobs for dozens of people and has supplied orders at home and abroad. Processing machines include a block cutter, carving machine and a polishing line. Materials processed include marble and onyx from around Afghanistan.

- Hajjari Najjari Helmand was a state-owned factory founded in 1965. The original factory was destroyed during the civil war in Afghanistan. After the fall of the Taliban the Eshaq Ferouz company won the private bidding and took over the factory from the government in 2008. A significant investment was made in purchasing new Italian processing machinery and a contract was signed with the government to extract onyx from a quarry in Deshoo district of Helmand province. Hajjari Najjari has created 320 jobs in Helmand province. The factory is producing a wide range of marble and onyx products for both local and international markets. The factory owner is Mr Haji Mohammad Aref Rahmati. The company owns a showroom in Bagh-e Babur, Kabul.

- New National Marble Ltd, Jalalabad. The owner of this company Dr Shams has been in the marble business for 8 years. New National Marble Ltd was established in 2011 and sells Afghan White marble slabs and tiles on the domestic and foreign markets.

- Sahil Marble / Izat Ullah Sahil Marble, Jalalabad. Sahil Marble Factory was established in 2004. With the financial support of the USAID/Small & Medium Enterprises (SME) Development project, quarry extraction has been modernised and blocks are now sold to the other processing companies locally and beyond. With the new equipment Sahil Marble has been able to increase annual production from 1.080 tons to 3.600 tons, resulting in total annual sales of nearly $297.000, a nearly 300% increase compared with previous years. The company has identified export opportunities in Kuwait, Saudi Arabia, Pakistan and China. In a report published in June 2011, the 'dazzling white marble of Nangarhar´ was tipped to become a sales success in Europe and the Middle East. Most of the 5.000 tons or so now produced annually goes to the domestic market or to Pakistan. But recently small batches of Sahil marble have been sent to Kuwait, Saudi Arabia, Germany, the UK and China. In the same article, it was reported that a Norwegian company had signed a contract to extract and process marble in Nangarhar.

- Takht-e Rustam Marble Processing Factory. Founded in 2012, this is the first marble processing factory to be established in Mazar-e Sharif in north Afghanistan. The factory processes marble from Sholuktoo quarry in Samangan province, Tarakheil quarry in Kabul province, and onyx from Almar quarry in Faryab province. Some new quarries have also been discovered in Takhar, Maimana and Samangan provinces. The factory and quarry owner is Mr Haji Baqi.

Training aid
A Marble Center of Excellence has recently been created in Kabul. One of the objectives will be to create training programmes with the assistance of Afghan quarry owners, mining equipment manufacturers and industry associations, to train participants in current dimension stone extraction and processing methods. The Center will strive to help mitigate the economic impact of the upcoming decline in donor aid to Afghanistan, enable Afghan firms to produce for the domestic market, conduct trade with international business partners, and apply for and secure the financing needed for growth and sustainability. Learning from Turkey
In November 2012, the Afghanistan Rural Enterprise Development Program (AREDP) facilitated a 12-day training course for 6 Afghan marble companies in Turkey. The hosts included MKS Machinery, makers of marble processing machines, Turkish government mining officials, the DEMMER Co and the TEMMER marble processing company. The Afghan participants stated that the training courses had accomplished ´more than they had expected´.

Support from India and UNIDO
After meeting a delegation from Afghanistan at the India Stonemart 2013 Exhibition in Jaipur on 3rd February 2013, the CEO of the Centre for Development of Stones, Mr RK Gupta, said that CDOS is offering assistance to Afghanistan in developing its stone industry, in association with the United Nations Industrial Development Organisation (UNIDO). Under the plan, nearly $200 million is being provided in aid. In the first phase, about 40-50 entrepreneurs from the Afghan stone industry will be selected for assistance.

A new USAID project
On 13th February 2013, USAID, in partnership with VEGA/IESC, launched a new programme to support Afghan businesses called ABADE -Assistance in Building Afghanistan by Developing Enterprises. During the opening ceremonies Eng. Rahmatullah Rahmat, a leading Afghan White quarry owner who also has a small factory stated that ´ If we talk only about Herat, Wardak and Jalalabad, these provinces have reserves of 2 billion m3 of good quality (dimension) stone worth $250 - $350 billion USD´. Eng.Rahmat continued that ´ If we get ABADE support, we will see progress in the marble sector very soon investors will be convinced and they will see that this is a key sector in improving Afghanistan´s economy and fundamental stability´. Eng. Rahmat revealed that ´Afghanistan has a plan to invent a carving academy to create jobs for poor, disabled citizens, men and women in the sector´.

The future
Devastated by three decades of almost uninterrupted conflict, Afghanistan has made enormous progress towards normality since the present government took power in 2002. A dimension stone industry is being established with international help. According to several experts, Herat City has the potential to become the ´Marble Capital´ of Afghanistan. The main reasons are: 1 - Availabilty of best quality marble deposits in Chesht-i-Sharif district ; 2 Herat City has the biggest trade ´port´ (Islam Qala), facilitating export ; 3 - Availability of electricity and land for factories. An article in USAID Frontlines March/April 2012 issue reported that ´most (marble) quarries in Herat Province have now converted from the traditional blasting techniques to diamond wire extraction technology´. A list of marble processing factories in Herat City was kindly supplied by Mr Abdul Ghafar Rassin of the MoM. As the private sector continues to invest in knowledge and equipment to improve quarrying and processing, Afghanistan is set to follow the example of other marble-producing countries. It has been estimated that over $200 billion worth of marble resources are available for development. Aid worth an annual $4 billion has been pledged to the Afghan government after most NATO combat troops withdraw from Afghanistan at the end of 2014. A British government spokesman stated recently that ´Afghan forces are already responsible for more than 75% of the population and by the end of 2014 the country will have a well-trained and capable national security force of over 300.000'.

Afghan President attending Climate Change Conference

Afghan President Dr. Ashraf Ghani is attending six-days Paris Climate Change Conference COP21.
The President of Afghanistan will also hold meetings on the sidelines of the conference with a number of world leaders including the presidents of Italy, France, and Germany.

Afghan Central Bank continues to inject US dollars into the market to control the rising value of USD against Afghani

Da Afghanistan Bank (DAB), Afghanistan’s Central Bank, has announced to put on sale more USD 25 million. DAB requested qualified dealers and commercial banks who already have kept one million and five hundred thousand Afghanis as a guarantee with the Bank to participate in the bidding for the sale of the dollars. Those dealers who have not paid yet the aforementioned guarantee amount to Central Bank can pay it to the Bank a day before the bidding starts and can participate in future bids. Partial settlements are not allowed by the Bank and the bidders are required to submit their guarantee up front during the period specified by the Bank.

Putin gives 10,000 Kalashnikov AK-47 to Kabul for supporting Afghan forces in their fight against terrorists and smugglers

The weapons are expected to arrive in Kabul in next 20 days and will be handed over to the Interior Ministry. Russian officials have rejected rumors of directly fighting Daesh in Afghanistan, saying they will extend any assistance to Afghan government for eliminating any opponent armed group. The Russian Federation has assured of staying with Kabul in its fight against terrorists and smugglers which not only threaten the People of Afghanistan, but all the former USSR. Kabul is in very close contact with Moscow for receiving more weapons and tens of gunship helicopters.

Iran is going to launch new five liquefied natural gas factories over the next 3 years

The Islamic Republic of Iran is planning to increase its share in global gas trade by launching five liquefied natural gas (LNG) factories over the next 3 years. The Managing director of the National Iranian Gas Company (NIGC), Hamidreza Araqi, made the remarks during the International Gas Union’s (IGU) natural gas working group, adding currently Islamic Republic of Iran exports gas to three neighboring countries including Azerbaijan Republic, Armenia and Turkey and will start natural gas exports to Iraq in near future. He said negotiations are underway for exports of natural gas to five other neighboring countries as well, including Afghanistan. Iran’s gas output will hit as much as 330 billion cubic meters in 2017 which in turn will raise the capacity for natural gas exports. NIGC has development of four gas storage projects on the agenda of which two projects have come online so far. More than 35 companies from the Netherlands have expressed their willingness for participation in the gas storage, oil refineries, gas pressure stations, smart metering systems and gas technology projects of the Islamic Republic of Iran. Referring to LNG projects, the Managing director of the National Iranian Gas Company said Iran LNG project is underway with 60 percent physical progress, expressing hope the project to be launched in next one and a half years. "Right now 30 countries have sent their representatives to Tehran for taking part in gas usage working group of IGU which is focused on efficiency in natural gas consumption, natural gas use by power plants and cooperation between gas consumers and producers",  he said.

Signed final agreement on CASA-1000 Project

Energy ministers of Kyrgyzstan, Tajikistan, Afghanistan and Pakistan signed in Istanbul the final agreement on the implementation of the CASA-1000 Project.
A World Bank-led project, CASA-1000 is a transnational project that hopes to address the energy needs of South Asia by directing some of the energy resources from Central Asia, which is endowed with some of the world’s most abundant clean hydro-power cascades, through Afghanistan. Lacking access to sea, Central Asia has no option but to get linked to neighboring states. Owed to its strategic location, Afghanistan is the only possible route option for the CASA-1000 Project. It offers the most direct route for transfer of energy from the Kyrgyzstan Republic and Tajikistan to the energy-hungry Pakistan. Bypassing Afghanistan would add strenuous cost to the project that could make it prohibitive.
The project involves transferring 1000 Megawatts of electricity to Pakistan through Afghanistan and 300 Megawatts of electricity to Afghanistan. In addition to receiving the 300 Megawatts of electricity, Afghanistan will generate revenue from the transit fee–a tax levied on energy that passes through the country. Afghanistan and Pakistan agreed on 1.25 cents per kilowatt for the transit fee on the transfer of electricity between the Kyrgyzstan Republic, Tajikistan and Pakistan through Afghanistan in October 2014. This was one of the first foreign policy achievements of the National Unity Government (NUG) of Afghanistan led by President Ashraf Ghani and CEO Abdullah Abdullah. This deal will bring over USD 45mn in revenue to the Afghan government. Afghanistan could use the additional 300 megawatts of electricity to meet its domestic needs.
Erection and construction works on the transmission line from Kyrgyzstan and Tajikistan to Afghanistan and Pakistan is expected to start in May 2016.

Министерство сельского хозяйства ИРА провело курсы выращивания и приготовления съедобных грибов в провинции Саманган

Восьмимесячные курсы окончило 15 женщин в рамках профильного проекта министерства сельского хозяйства ИРА. Kаждая участница курсов получила от министерства 5 килограммов посевных материалов и необходимое оборудование. Благодаря этому, участницы курсов смогут вырастить порядка 100 килограммов грибов, учитывая, что стоимость одного килограмма составляет порядка 200 афгани (около 3 долларов) за килограмм. Обучающий проект стоимостью 51 тыс. евро профинансировало правительство Германии.

Iran targeting USD 60 billion trade with Turkmenistan

Iranian President Rouhani and his Turkmen counterpart, Gurbanguly Berdimuhamedow, say Iran-Turkmenistan ties are amicable, stressing the need to design a long-term co-operation plan.
Pointing out that the two countries enjoy historic ties with each other, Iranian President Rouhani said:

  • “Tehran-Ashgabat relations have always been amicable and are deepening to the benefit of the two nations; we need to develop the level of these ties more than before."
  • “We are determined to boost trade exchange to USD 60 billion in ten years, as well as having multi-lateral cooperation."
  • “Without any doubt, long-term planning for developing ties is of high importance and Iran is ready to act on this issue.”

Iran and Turkmenistan can expand co-operation on issues such as culture, energy, transportation, natural gas, better use of Caspian Sea, automobile manufacturing and agriculture, said the President of Iran. On regional issues, President Rouhani said: “Iran and Turkmenistan can cooperate more on regional issues such as fighting with terrorism, narcotics, and organised crime”. He also considered preparing a comprehensive document for long-term co-operation by the Foreign Ministries of the two countries as necessary. In the meeting, the President of Turkmenistan said: “We are determined to take practical steps towards developing and cementing ties between the two countries”. He continued: “Iran-Turkmenistan ties have been special in recent years, being developed in all areas”. Speaking about the co-operation in the fields of natural gas and energy, the President of Turkmenistan said that “Turkmenistan is determined to sell its natural gas and energy resources to the global markets and Tehran and Ashgabat can also cooperate in this direction”.
“Our goal is to develop the east-to-west route so that we can connect to the Persian Gulf through Iran” said the President of Turkmenistan.

Afghanistan setting up secondary bond market

The Islamic Republic of Afghanistan plans to set up a secondary bond market in order to allow for existing bonds to expand their trade beyond commercial banks, who are the only investors at the moment. The Governor of the Central Bank of Afghanistan said the country was not yet ready to establish a stock exchange, even though some private investors have been pressing for it. “We have to start with a bond market rather than stocks, It’s easier. A stock market needs a relatively secure and safe environment,” said the Governor of the Central Bank of Afghanistan.
The Afghan Central Bank, Da Afghanistan Bank (DAB), has issued bonds with maturity of 7 and 28 days, six months and one year to the tune of USD 520mn. The rate for one-year bond is about 6.8-7%.

Fare Affari in Afghanistan

I progressi in ambito economico compiuti dall'Afghanistan negli ultimi 10 anni sono stati notevoli, in particolar modo se considerato lo stato di estremo degrado e le devastazioni causate da oltre venticinque anni di guerra e di isolamento. Tre decadi di conflitto non hanno piegato il tradizionale spirito imprenditoriale degli afgani, alimentato anche dal ritorno della diaspora. Dal 2002 ad oggi il Prodotto Interno Lordo del Paese è cresciuto di oltre il 70%, con tassi medi superiori all'8% annuo, un tasso di inflazione in costante calo, i conti con l'estero in attivo.
Molte imprese straniere hanno già effettuato investimenti nel Paese, stimolando settori prima pressochè inesistenti quali la telefonia mobile (più di 20 milioni di utenti - in rapida crescita - e sei operatori telefonici), le compagnie aree, il sistema bancario, quest'ultimo ancora fragile ma in rapida stabilizzazione. La capitale, e le principali città del Paese presentano segni tangibili di ripresa delle attività economiche.
L'imponente sforzo del Governo afghano e della comunità internazionale volto a favorire la ricostruzione e lo sviluppo economico del Paese si scontra tuttavia con criticità rilevanti, prima tra tutte l'aleatoria situazione relativa alla sicurezza che in numerose regioni del Paese è ancora altamente instabile e precaria.
A questo si accompagna una dotazione infrastrutturale ancora carente e un sistema legale in materia di regolamentazione delle attività commerciali che presenta vischiosità e scarsa trasparenza, elementi che possono scoraggiare l’iniziativa di soggetti economici e di investimenti stranieri.
L'Afghanistan sta tuttavia attraversando una delicata fase di transizione, il quadro normativo è in rapida evoluzione con alcune riforme in corso di realizzazione che dovrebbero fornire ai potenziali investitori un sensibile miglioramento delle condizioni operative e stimolare la creazione di un ambiente favorevole agli imprenditori nazionali e stranieri. Per quanto riguarda in particolare gli investimenti, negli ultimi anni sono state varate varie iniziative volte ad incoraggiare gli operatori stranieri.
La Afghan Investment Support Agency (AISA), istituita nel 2003 con lo scopo di promuovere gli investimenti stranieri, fornisce informazioni ed assistenza a tutti gli imprenditori interessati ad investire in Afghanistan, facendosi carico di tutte le pratiche burocratiche.
Il Ministero del Commercio Afghano ha appena pubblicato una guida per gli investitori che fornisce un quadro completo della normativa e delle opportunità di investimento nel Paese. Nonostante le criticità e le indubbie debolezze del sistema economico, il Paese, in virtu' delle sue caratteristiche, delle sue risorse naturali e della collocazione geografica ha le potenzialità per tornare ad essere una cerniera tra Asia, Medio Oriente ed Europa e per diventare un vitale centro di passaggio e di scambio dell’intera Asia centro-meridionale.
L'Afghanistan è in una fase di progressiva integrazione in ambito regionale, membro delle principali organizzazioni di cooperazione economica asiatiche e gode di un regime di scambio privilegiato con principali Paesi dell'area, India in primis, e con i Paesi dell’Unione europea grazie agli accordi EBA (Everything but Arms) e GSP (General System of Preferences).
Il processo di ricostruzione offre considerevoli opportunità alle imprese straniere che volessero parteciparvi. Centinaia sono le organizzazioni locali e internazionali, governative e non, coinvolte in tale processo. Il principale settore è quello relativo alle infrastrutture. E’ infatti in corso nell’intero Paese una colossale operazione di rinnovazione delle infrastrutture esistenti e di costruzione ex novo di molte altre, fra cui in primo luogo quelle legate ai trasporti (vie di comunicazione, aeroporti, ecc.).
Di particolare rilievo le opportunità nell'agroalimentare, il principale settore economico del Paese, con particolare riferimento alla conservazione/trasformazione dei prodotti agricoli. Interessante appare il settore dei materiali da costruzione - marmo in particolare - di ottima qualità, cashmere, seta, zafferano, pietre preziose, risorse minerarie (l'Afghanistan ospita uno dei maggiori depositi mondiali di rame, i cui diritti di sfruttamento sono stati aggiudicati da una multinazionale cinese per 3 miliardi di dollari), gas naturale e piu' in generale il settore dell’energia, che il governo afgano sta cercando di riabilitare e potenziare con importanti progetti infrastrutturali attualmente in corso di realizzazione con il sostegno dei Paesi vicini e della comunità internazionale.
Ferma restando la necessità di un attento e continuo esame delle condizioni di sicurezza nel Paese, l'Ambasciata d’Italia a Kabul sta adottando alcune iniziative per favorire la creazione di un ambiente favorevole agli imprenditori italiani e per rispondere alle richieste afgane di una maggiore cooperazione bilaterale in ambito economico e commerciale;
- Avvio delle consultazioni per l'eventuale conclusione di accordi bilaterali per la promozione e protezione degli investimenti e per evitare la doppia imposizione fiscale;
- Analisi "sul campo" delle opportunità economico-commerciali e delle complementarietà tra Italia e Afghanistan, con particolare riferimento alle aree di Kabul ed Herat;
- Sviluppo dei contatti tra imprenditori dei due Paesi, con l'ipotesi di organizzare una missione di imprenditori afgani in Italia e l'eventuale creazione un Business Council bilaterale, aperto agli imprenditori interessati a collaborare;
- Disponibilità ad offrire un "pacchetto" a favore degli imprenditori italiani che consiste nell'ospitalità in Ambasciata e nella fissazione di incontri con interlocutori afghani istituzionali e associazioni di categoria.

Afghani currency in free fall in the past four months, losing its value by 13% against USD

The rates of food items and other commodities increased by 18% and fuel by 40%. The Afghani currency reached at 68.65 AFN in Sarai Shahzada, Afghanistan’s largest financial market situated in capital Kabul. Four months ago, the exchange rate between AFN and US dollar hovered between 58-60 AFN. The Pakistani Rs has also appreciated against Afghani. In July, the buying rate of 1000 Pakistani Rs was 584 AFN; it currently accounts for 623 AFN in Sarai Shahzada market.
The price of a 49-kilogram bag of Pakistani flour was 1,460 AFN and the same quantity of sugar 2,120 AFN. A 24.5kg bag of rice cost 1,750 AFN, a 16-litre tin of ghee 1,000 AFN, a kilogram of green tea 210 AFN and the same quantity of African black tea 240 AFN. In July of this year, a 49kg of Pakistani flour cost 1,230 AFN, the same quantity of sugar 1,620 AFN, a 24.5kg sack of rice 1,550 AFN, 16 liters of ghee 950 AFN, a kilogram of green tea 180 AFN and the same quantity of black tea 210 AFN. One liter of petrol costs 51 AFN, compared to 48 AFN four months ago. The same quantity of diesel is sold at 42 AFN, compared to 41 AFN in July 2015.
The price for one kilogram of liquefied gas has soared from 30AFN to 65AFN.
Afghanistan’s economy began to decline considerably during last year’s electoral crisis, which brought investment level down by 40%. Capital flight of USD 2bn is one of the key reasons for the Afghani depreciation.

Shukria Barakzai appointed as Afghan Ambassador to Norway

Shukria Barakzai, well known in media as an outspoken female member of the Afghan Parliament backing women’s rights, has been appointed as Ambassador of Afghanistan to Norway. Born in Kabul in 1972, Shukria Barakzai completed preliminary education in Kabul and went to Kabul University in 1990 but left her degree incomplete due to the war in the country. She resumed studies after the fall of the Taliban and received a bachelor degree in Archeology and Geology from Kabul University in 2003. She speaks both official languages of Afghanistan, Pashto and Dari; fluent in English.

Афганская бижутерия будет продаваться в США и Великобритании


Афганская элитная бижутерия ручной работы привлекла внимание лондонского дизайнера Пиппы Смолл, которая начала продавать её в США и Великобритании. Дизайнер вдохновляется образами кочевых афганских племён Кучи и включает в свои коллекции обработанные афганскими умельцами камни. Недавно они выпустили новую коллекцию «Бирюзовая гора». Сначала дизайнер собиралась сделать коллекцию по мотивам бактрийских золотых украшений. Так она познакомилась с директором Кабульского музея, который с риском для жизни сохранил коллекцию во времена правления «Талибана», а затем обнаружила группу афганских мастеров, создающих бижутерию. К настоящему времени она работает с группой на протяжении более чем семи лет. В частности, группа работает над третьей коллекцией для бренда Moonsoon. Организация «Бирюзовая гора», в честь которой была названа коллекция, была учреждена в 2006 году президентом ИРА Хамидом Карзаем и принцем Уэльским. Она занимается восстановлением старого Кабула и поддержкой афганских ремесленников. B Афганистане добывается множество полудрагоценных и драгоценных камней и существуют многовековые традиции создания аутентичных украшений. Выход этих изделий на международные рынки мог бы существенно улучшить экономическую ситуацию в стране.

Weak rule of Law behind Afghan Women's lack of access to Justice

Speaking at a conference on women's access to justice, a number of rights activists and officials said on Sunday (22 Nov 2015) that government's weakness in terms of rule of law was the reason for women not having proper access to justice.
According to delegates, women living in areas under the Taliban's control have markedly less access to justice to those in other areas. Women's rights activist Zahra Sultani said: "Government's weakness in the judicial sector and the culture of impunity, a lack of government effort to address cases of violence against women and public executions by insurgents are reasons why women have less access to justice."
Meanwhile, university professor Mohammad Amin Ahmadi said: "Besides other challenges, government's weakness in rule of law is one of the main obstacles in quest to ensure justice for women. The first step should be for government to ensure rule of law, especially in insecure areas, and ensure the rights of citizens."
However, officials from the Interior Ministry and Ministry of Hajj and Religious Affairs acknowledged the shortcomings in terms of ensuring women's rights.
Hekmat Shahi, the head of the human rights department at the MoI, said: "Unfortunately insurgents want to sabotage achievements made over the past 10 years. The government's first step should be to ensure security in order to make sure its citizens rights are upheld."
Ministry of Hajj and Religious Affairs officials said old beliefs among people are the main reasons for violence against women. Most violence is being carried out by influential people, they said.
An increase by Taliban in public executions, executions of women based on local and traditional reasons and the lack of access for women to judicial institutions are key reasons for women not getting fair justice.
Within the past month, two serious cases of violence against women have occurred. The first incident saw Rokhshana, a 19-year-old Ghor resident stoned to death while last week another woman died from her injuries sustained during a public lashing. This incident also took place in Ghor.

In Kabul, a city of more than 6 million, women and girls complain of sexual harassment in their daily lives — on the streets, in the workplace and at school. The President of Afghanistan Ashraf Ghani spoke out on the issue, saying Afghan women are subject to "shocking" levels of harassment and ordering the Education Ministry to report every incident in the nation's schools.

Afghan Government promises to cut Gas prices

Afghan Minister of Commerce and Industries Humayoon Rasa pledged on Saturday to reduce gas prices in coming days. He was summoned by the Lower House or Wolesi Jirga to explain the sudden hike in gas prices. Gas price in capital Kabul has reached 60 AFN per kilo, compared to only 30 AFN (67 AFN = 1 USD) a few months ago. Minister Rasa said his ministry has purchased 372,000 tons of gas from Russia, Azerbaijan and Turkmenistan to meet the rising demand for gas as winter is approaching. Ministry of Commerce and Industry of Afghanistan recently signed contracts to purchase 150,000 tons of liquified gas from Turkmenistan, 72,000 tons from Russia, and 150,000 tons from Azerbaidjan. Prices would decline when more supplies enter the market, said the Minister. The demand for gas rises considerably during winter seasons as most Afghans rely on gas heaters to warm up their houses.

Афганистан: в провинции Бадгис планируется построить сухопутный торговый порт Тора Ширх

Район предполагаемого строительства находится в 45 километрах от административного центра, Кала-е-Нау, на границе Афганистана и Туркменистана. В связи с недавним решением о расширении торгово-экономического сотрудничества ИРА и Туркменистана таможенный департамент принял решение о строительстве торгового порта. Предложение о строительстве порта Торе Ширх было выдвинуто ещё в 1986 году, однако до сих пор не реализовано. Сейчас импорт и экспорт проводится через порт Тор Гунди в провинции Герат. По словам представителей таможенного департамента и местных старейшин, строительство порта в провинции Бадгис поможет существенно улучшить её экономическое положение. Cтроительство торгового порта начнётся в 2016г.

1,000 Italian companies planning to enter Iran market

1,000 Italian companies will arrive in Iran in the form of three trade delegations, the first of which, consisting of 300 prominent Italian companies, will visit Iran on November 29-30, 2015.
All the companies were supposed to visit Iran as part of one integrated delegation but it was later decided they enter the country in 3 different delegations till the end of the current Iranian calendar year in order to conduct technical meetings with Iranian companies in various fields. The Head of Iran's Environmental Protection Organization, Masoumeh Ebtekar, has called for investment in Iran’s solar energy

“Iran is one of the best places for investment in solar energy sector,” said Masoumeh Ebtekar in Green Startup Weekend of Tehran.

Speaking about the Supreme Leader Ali Khamenei’s recent directives on environmental issues Masoumeh Ebtekar called for implementing the announced policy.
Supreme Leader Ayatollah Ali Khamenei outlined a 15-point general environmental policy for the country.
According to Article 110 of Iran’s constitution, creating an integrated national environment system, coordinated and systematic management of vital resources, criminalisation of environmental degradation, compiling an environmental atlas, strengthening the environmental diplomacy, development of green economy, institutionalization of culture and environmental ethics are the main topics of Supreme Leader's general environmental policy.
According to the latest annual report Iran’s capacity of producing renewable energy stands at 232 megawatts, 0.31 percent of the country’s total power generation capacity.
