Measuring Afghanistan's progress in providing financial and digital services to its citizens

Afghanistan: Commitment to improving infrastructure
Instability and systemic corruption in Afghanistan over the past several decades have damaged trust in formal financial services and limited the development of traditional banking infrastructure. In addition to having one of the lowest levels of GDP among the 21 FDIP countries, as of 2013 the Financial Access Survey found Afghanistan had the lowest reported density of commercial banks per 100,000 adults. Even among individuals who can access banks, adoption of formal accounts is constrained by a lack of trust in formal financial services. On the mobile side, Afghanistan has fairly widespread 3G network coverage (over 80 percent of the population, according to the GSMA Intelligence database), which helped boost its mobile capacity ranking to 2nd place. However, Afghanistan received the lowest score possible for each of the 15 adoption indicators. According to the 2014 Global Findex, financial account ownership as of 2014 was at about 10 percent of adults, and financial account ownership among women was at only 4 percent. Tracking gender-disaggregated data at the national level could help the government better identify underserved populations and target financial solutions toward their needs. The government has made an effort to promote financial inclusion and digital financial services. For example, Da Afghanistan Bank committed to the Alliance for Financial Inclusion in 2009, and the Republic of Afghanistan is a member of the Better Than Cash Alliance. In 2008, the Money Service Providers Regulation was issued, with amendments instituted a few years later pertaining to e-money. The Afghanistan Payments Systems, which is still being fully operationalized, aims to allow payment service providers such as mobile network operators to connect their mobile money systems. While several mobile money options are available, adoption of these services is low. According to the 2014 Global Findex, about 0.3 percent of adults had a mobile money account. Implementing interoperability across platforms might help increase the utility of mobile money services for consumers, and as in Turkey, developing specific agent banking regulations could provide clarity to the sector and drive innovation. By expanding financial access points, educating consumers about traditional and digital financial services, and monitoring providers to ensure consumer protection, Afghanistan’s regulatory entities and financial service providers may be able to better reach under-served populations and inculcate trust in formal financial services. The U.S. Agency for International Development (USAID) has come under serious criticism after America's federal watchdog found out that the agency provided "inaccurate" data about the location of nearly two dozen health facilities in Afghanistan's western zone.

Yandex opens offices in Iran

Russia’s largest internet search engine, Yandex, is to open offices in Iran.

The Iranian Minister of Communications and Information Technology, Mahmoud Vaezi, made the announcement during a meeting with the Russian Minister of Communications Nikolai Nikiforov, in Tehran. Russia’s “Telegram social network… currently has 13 to 14 million users in Iran and is active, without restrictions, parallel to the communication ministry’s policies,” he noted.
Vaezi also said that in the upcoming BRICS summit, to be held in New York in December, decisions will be made concerning monopoly over the internet; Iran will be involved in efforts to reduce the monopoly of managing the internet with Russia and other countries sympathetic to this cause, he said.
“Many countries believe that the internet [management] must not be exclusive, even many European countries support this cause as well,” he added.

Afghan woman, Maria Bashir, received the ‘Jewels of Muslim Worlds Award’

Afghan woman, Maria Bashir, received the ‘Jewels of Muslim Worlds Award’ during the sixth Muslim World Biz 2015 in Malaysia on Tuesday.
The award recognizes the works of those who contribute to the Islamic societies and economies through their talents, intellectuals, merit and wealth.
Bashir was the former Chief Prosecutor General of Afghanistan’s Herat Province. She has been the only woman to ever hold such a position in the country as of 2009. She has dealt with the Taliban, corrupt policemen, death threats and failed assassination attempts during her 15 years of experience with Afghan Civil Society.
Other recipients included Islamic University of Malaysia President, Tan Sri Prof Mohd Yusof Noor, Felda Global Ventures Holdings Bhd Group President/Chief Executive Officer (CEO) Datuk Mohd Emir Mavani Abdullah, Central Spectrum CEO, Mahmud Abbas, Bosnia Bank International CEO, Amer Bukvic, and Solico Group Founder, Gholamali Soleimani.
Datuk Dr Raja Mohamad Abdullah, the founder of the Muslim World Biz, who passed away in March, was awarded the inaugural Lifetime Achievement Award which was accepted by his wife Datin Nordi Mohamad Hussien.

Iran plans to award US$1,2 billion project to Russia

Iran plans to award US$1,2 billion electric railway train project to Russia. Abbas Akhundi, Iran’s Minister of Roads and Urban Development, said that the new service will connect Garmsar in Eastern Tehran to the border town of Incheh Borun in the Northeastern Golestan province. The proposal was discussed during a meeting with the Russian Energy Minister Alexander Novak, who arrived in Tehran along with a 50-member delegation.

Young Afghan students with a lot of talent and a great desire to work

Solar-powered vehicle 
A polytechnical university graduate completed a project for the construction of a solar-powered vehicle after one and half year of efforts – joining a number of Afghan talents to have achievements in technological innovations. The vehicle was made by Waheedullah Sabawoon Gardizi and was put in display in Kabul’s Inter-continental Hotel during an inauguration ceremony. According to Gardizi the vehicle has been assembled to operate with solar power and electricity. Gardizi follows another young and talented Afghan man who built a solar-powered motorbike last year which could moves with the help of electricity energy obtained from the solar panels planted on the roof of the bike.

The design of the motorbike was made by the young man Mustafa and the bike could run at a speed of 40 kilometers per hour. In the meantime, another young graduate of polytechnic institute in northern Jawzjan province of Afghanistan is busy to build an indigenous helicopter. Ghulam Sediq who was graduated from the polytechnic institute of Jawzjan province is busy with the project to build the helicopter. According to Sediq the work on the technical aspect of the helicopter has been completed and he is ready to build the helicopter. On the other hand, an Afghan engineer has taken an initiative to build unmanned aerial vehicle – drone and aircraft flown by pilots. Engineer Zmarai Helali has made drones and aircraft which are operated with fuel and electricity energy, and have been made by ordinary elements such as wood, clothes and electrical devices. Afghan teen Zainullah Niazi has developed a small robotic excavator in a similar innovation which was demonstrated at Afghan presidential palace in the presence of former President Hamid Karzai. The voice of Afghanistan's private sector

In serving the private sector, the Chamber of Commerce and Industries of Afghanistan (ACCI) looks back on a long history, which started 84 years ago. For the first time in 1931, Afghan traders established Commercial Arbitration Association to integrate their business activities and also defend their rights. Later on this organization was transformed into the Chamber of Commerce and Industries to promote domestic production and trade in all provinces. In the beginning of the millennium the former state controlled chamber made a dynamic leap forward. The chamber law of 2009 ensured that the ACCI is an independent and democratic organization. This approach allows for close co-operation between the public and private sectors and enables the creation of a self-regulated business sector throughout the country.

Currently, the Chamber represents over 90 % of the total Afghan work force. ACCI is headquartered in Kabul and operates branch chambers in 25 provinces. Its current membership exceeds 65,000 companies and 164 business unions, association and cooperatives who represent a vast majority of the total Afghan workforce.

Today, ACCI is uniquely positioned to influence the pace of economic growth and reform. Strategically nestled at the nexus of public, investor, donor, academia, media, and foreign channels, the Chamber is facilitating the interests of the Afghan private sector to a diverse audience.

Through its business advocacy, the Chamber is seeking a balance between regulation and revenue. As a vehicle for promoting trade and investment, it is opening new markets for Afghan products, matching potential buyers with potential sellers, and advancing the investment narrative of the nation. From access to networks of global partners, the Chamber is acquiring valuable market information and international lobbying services on behalf of the Afghan business community.

Based on ACCI’s Bylaw, ACCI’s High Council the utmost decision maker within the Chamber structure. Members of the High Council are comprised of the Board of Directors from provincial chambers. They are elected for three years terms through a free and fair election under supervision of the Independent Elections Commission (IEC). And then the High Council elects the Board of Directors as same term.
ACCI’s Board of Directors is responsible to set up and monitor implementation of policy framework of the Chamber and advice the government, parliament and relative entities on economic policy within the framework of the Market Economy System. Additionally, 25 sector committees advise the Board of Directors on specific issues to a given sector.

ACCI’s Executive Team comprises the Chief Executive Officer (CEO), Deputy CEO for Policy, Deputy CEO for Administrative & Financial Affairs and 11 functional departments. Provincial chambers are governed by their respective boards and operated by senior managers and a team of clerical staff under supervision of the CEO.
The ACCI is on the firm belief that the improvement of the enabling environment for doing business is a shared concern of all stakeholders. ACCI provides the following services to its members:

Advocacy and Interest Representation:
The chamber law mandates the ACCI as the leading voice of the private sector to represent domestic and foreign companies in all matters pertaining a conducive environment. Therefore, the chamber implements a wide range of activities through the Department of Government Relations and Policy, which is in direct contact with the relevant government and non-government agencies. Every year, the chamber organizes special meetings with the President of Afghanistan and participates in economic committees to draft new business related laws and revise old ones.

International Affairs:
During the past decade, Afghan business community has been encouraged to expand their economic activities outside the country. For these companies the ACCI provides a gateway to foreign markets by organising matchmaking conferences, exhibitions and fairs. The International Department thereby is aware that businesses need favourable conditions and closely collaborates with international, foreign and national organisations to reach this objective. The chamber is represented in the developed and emerging markets through its twelve business councils, which connect the Afghan business community with the outside world. Among the target markets are the neighbouring countries, Middle and Near East, Europe and the USA.

Industry and Export Promotion:
Compared with volumes in trade and imports the Afghan export sector remains small. In the field of export development the ACCI provides a range of services to Afghan traders through the Industry and Export Promotion Department. Among them are the following: preparation and issuing the Certificate of Origin, registering business invoices, offering necessary advice and cooperating in removing trade obstacles inside and outside the country. Since the past five years, ACCI has issued 123,500 invoices and 26,220 certificate of origin for Afghan exporters. Furthermore, the chamber supports entrepreneurs to introduce international standards for quality assurance and packaging.

Business Development Services:
The ACCI provides information and guidance to build the foundation for business success. In close cooperation with public and private agencies ACCI supports enterprises and associations to introduce modern management tools. The trainings in areas like business planning, accounting and procurement enable companies to benefit from the growing business opportunities in Afghanistan and worldwide. BDS Department provides opportunity for businesses to access local tenders through www.kabul-tenders.org Additionally, the department provides reliable and accurate business information from national and international organizations across an array of sectors and provinces, and also provides webinar business conferences with traders overseas through Business Communication Hub in ACCI.

Legal Services and Arbitration Department:
Private entrepreneurs often face disagreements and conflict in enforcing and interpreting the provisions of contracts. The resolution of such conflicts through legal and judiciary channels is complex and time consuming. According to 8th provision of Law on ACCI, the Chamber provides arbitration services to private sector by “Arbitration and Legal Services Department”. This department has received more than 100 cases of commercial dispute during 2012 and 2013 and even resolved in some cases. In addition, the chamber provides advice in other juridical issues ranging from business registration to tax declaration.

It’s worthy noted that ACCI in financial support from HARAKAT (Afghanistan Investment Climate Facility Organization) has recently established the Afghanistan Commercial Dispute Resolution Centre (ACDR) aims to institutionalize commercial dispute resolution and mediation for the private sector that commercial disputes to be resolved faster and at lower costs.

Iran has historically been a primary trading partner for Italy’s textile machinery industry

Although international sanctions have blocked the flow of textile machinery exports to Iran, it is hoped that the recent nuclear agreement may pave the way toward a competitive relaunching of the local textile industry.
To consolidate its presence in Iran, ACIMIT, the Association of Italian Textile Machinery Manufacturers, will participate in the Italian trade mission from 28-30 November.
Market for Italian exports
“Italian textile machinery producers boast consolidated business relations with Iran’s textile manufacturers. In 2014, the flow of imports of textile machinery to Iran resumed, albeit not with the same intensity as prior to the application of international sanctions,” commented Raffaella Carabelli (pictured), President of ACIMIT.
In 2004, Iran was actually the fourth largest market for Italian exports in the sector. After years of complete stagnation, in 2014 exports to Iran returned to growth figures, from EUR 5 million for the previous year to EUR 14 million.
“In the meantime, market shares for China and Turkey increased, to the detriment of Countries such as Italy, who have complied with the rules set by the international community. Now is the time to return to invest our energies on the Iranian market, in order to recover lost time, starting with the business mission in late November,” explained Carabelli.
International sanctions
Iran’s textile industry boasts an ancient tradition, with a very high number of manufacturers operating in a variety of different sectors along the production chain (from spinning to finishing).
International sanctions in recent years have delayed the modernization process necessary for the local industry to remain competitive globally. The agreement reached on 14 July concerning Iran’s nuclear talks with the P5+1 countries (United States, Russia, China, Great Britain, France and Germany) and the government in Teheran, opens the door to a resumption in investments in textile technology by Iran, the association reports.
To seize these new opportunities, ACIMIT will participate in the Italian trade mission, promoted by the Italian Ministry of Economic Development and Ministry of Foreign Affairs, and organized by the Italian Trade Agency.

Italian manufacturers are also showing a significant interest in the market of the Islamic Republic of Afghanistan.

The priority areas defined in the strategic partnership agreement signed in January 2012 between Italy and Afghanistan

Priority Areas:
1) "Governance", at national and local levels, focusing on Herat and on Western region (Justice, budget support, local elections, civil service, local development through Provincial Budgeting); the expected results are the improvement of the country’s institutional capacity, particularly with regard to sub-national governance, in an inclusive and participatory way, the interaction between local and central governance bodies and the protection of human rights, especially of women, children and vulnerable groups. Areas of focus pertaining to the field of governance include gender equality and the safeguard of cultural heritage. In continuity of the international missions funding at the 2012 level, it is expected to invest in this area an average of 10 million per year in grants over the next three years.

2) Rural development and agriculture, centered in the Western region (community development at village level, agriculture, micro-credit, education and vocational training through Afghan Ministries); the expected results are the empowerment of rural communities to achieve, through participatory and inclusive approach, particularly in favour of women, the improvement of their living conditions, particularly with regard to food security, production of income and access to basic services. In this context, Italian Cooperation will maintain a focus on health. In continuity of the international missions funding at the 2012 level, is expected to invest in this area an average of 12 million per year in grants over the next three years.
3) Transport infrastructure, through support to the Ministry of Public Works projects, particularly in the central region (Bamyan, Wardak, Logar) and in the western region (Shindand, Herat bypass), together with the support to an improved civil aviation sector in Herat The expected results are the improvement of the connectivity of the western region with the rest of the country and to the regional level – as foreseen by the Heart of Asia process. The Italian cooperation plans to invest in this area EUR 150 million, to be disbursed over the next five years, of which 95% on a soft-loan basis.

Additional focus areas, included in the partnership agreement, are health and gender, with the aim of improving the population’s access to basic health services and of improving, also through support to civil society organizations, the status of women in Afghanistan.

Iran to seek bids on 15 mining deals

Mehdi Karbasian, the deputy minister of Industries, Mines and Trade of Iran said in an interview in Tehran that President Hassan Rouhani plans to visit France and Italy in November to sign development agreements on some of the projects.
Tenders to develop the 15 projects should be issued within the next four months, with the first one proposed in October to build the Neekouyeh gold mine west of Tehran, he said. Iran’s gold production is forecast to triple from 2013 to 10,000 kilograms (321,507 troy ounces) by next year, with iron ore, steel, chromite, aluminium , bauxite, copper and zinc output also growing, according to the U.S. Geological Survey. “We will not put any restrictions on the participation of international companies interested in Iran’s mining industry,” Karbasian said. “Interested parties can come forward for 100 percent ownership or enter into joint partnerships with us or do so with a local or international company of their choice.” Aluminium and steel projects have generated the interest of Italian companies, while French firms are eyeing aluminum and “technical cooperation,” Karbasian said.

Development of an energy strategy is crucial for the economy of Afghanistan

The development of an energy strategy is crucial for the economy of the Islamic Republic of Afghanistan, which has huge potential for using wind power, mini-hydropower plants and solar energy. The country has several regions, which can be actively used for non-traditional power generation today. However, this is insufficient. But, this is hampered by the absence of a legal basis. I believe the government should set up an Agency for Developing Non-traditional Renewable Sources of Energy, ADNRSE. It should, first and foremost draft a law on supporting the use of renewable sources of energy in Afghanistan. The law should stipulate the mechanism of state support for promoting this power generating sector. The Lower House of the Afghan parliament should set up an energy committee that could study a draft law for adopting it by the parliament later.
The ADNRSE should support not only those sources that generate renewable energy for the whole sale market but also other sources that work autonomously. The Agency, on the one hand, will establish practical control and carry out recording. In short, it should provide information about the amount of power generated by a given generator at a base of non-traditional sources. On the other hand, it should help the electricity producer to get a premium from the average price on the whole sale energy market. This is a systematic approach that helps investors to implement their projects and sell electricity on the market.
The US experience can provide as an example here. Laws in force in several states allow the power supplying companies to produce up to 17 percent energy using non-traditional sources.
The use of non-traditional energy sources should be closely linked with the implementation of Afghanistan’s power supply programme. The country that has not developed its rich-hydrocarbon resources yet should consume rationally all kinds of energy. Electricity is sold in some provinces where power is generated by diesel power plants using imported fuel at 0.3 US dollar per kilowatt-hour. This is four times higher than all acceptable limits. If wind power generator or hydropower generator is installed in line with climate conditions in a given province following a feasible study the price of a kilowatt-hour will be at least two times less. We see that this is quite realistic, acceptable and beneficial. In view of this, there are broader prospects for developing nontraditional renewable energy sources in Afghanistan, especially wind power and mini-hydropower plants.
The developed countries in the world have gained a great deal of experience in the production of large- medium- and small-sized wind power farms, and Demark and Germany are leading countries in this area. They have 1.5, 3 and 5 megawatt wind power generators. They are quite powerful and moreover, they can work in a system rather than autonomously. The share of electricity generated by wind power plants in the European Union is no less than 5%. This is a quite significant figure since the overall capacity exceeds 700 GW (gigawatt). According to experts, average investment in a non-traditional installation of 1 kilowatt capacity is between 1.5 and 2 thousand US dollars. In fact, the price of a one-kilowatt capacity traditional power generating installation increases with the growth of oil price and rate of inflation. However, it is expedient for supplying small- and medium-sized wind power stations and also second-hand installations with long working lifespan for Afghanistan as a poor country.
A series of wind power units of capacities up to 100 kilowatt could be better for Afghanistan. They are basically working on autonomous regime. Most likely, another option could be the use of bivalent power supply with combined wind and diesel installations of capacities up to 100 kilowatt. This is also quite economical but large-scale installations with capacities between 1.5 and 2.0 megawatt are inexpedient since these projects are costly. These are used in the countries where there are enterprises consuming high power.

Afghanistan has a good natural potential for developing hydropower. At present, electricity produced by hydropower stations is considered as the cheapest and this has been economically justified. Unlike large stations that need big investment and take long time to construct and payback, small hydropower stations are considered as rational and promising. The agency should do its best to increase the share of renewable sources of energy in total electricity production, and this may help Afghanistan to cover up the energy deficit in ten years.
Concerning cooperation with other countries in small hydropower station construction, it must be said that Russia is among the leading countries. Russia has good scientific and industrial potential. Several Russian companies are engaged in hydropower station construction. There are companies that fulfill whole complex of work on the construction of hydropower stations, starting from surveying, designing, installation, construction to commissioning.
Solar energy is a promising area in the future. Russian scientists have developed advanced solar batteries using nanotechnology and there are no such batteries elsewhere in the world. Afghanistan has favourable climate conditions to use them, and this may help the two countries to promote mutually beneficial bilateral cooperation.
With the construction of small- and medium-sized enterprises in Afghanistan the demand for electricity has grown. For one, Puli-Charhi industrial city needs its own autonomous power station. The enterprises have concluded that it is advantageous to have an autonomous power station rather than linking the factories to the national power grid. They pay a large sum for linking the enterprise with the power grid and servicing and at the same time they often experience shortage of electricity and power cuts. Consequently, investors are ready to invest money in the construction of non-traditional renewable energy sources and the task of the agency is to establish contacts between the business community and authorities. Under the law drafted by the agency on supporting the use of renewable sources of energy in IRA should provide a mechanism on the basis of which business could cooperate with the government and the sponsors effectively.
The West is convinced it is impossible to achieve peace only by military means in Afghanistan and there is a need to develop the country’s economy. In fact, it is impossible to solve economic problems without developing power generation. All structures in the world handling macro-energy understand clearly that without developing non-traditional and renewable power generation it is impossible to speak about the development of the energy sector as a whole. / Dr. Sameylla Poiya

“During a visit to DCDA Headquarter in Kabul, the German ZasusArrow Group of Companies presented a technical proposal for equipping one of the initial Phase One Projects with Renewable Energy Sources. Their commitment included investment in initiation of Renewable Energy sources for the mega project,” the statement said. According to DCDA, ZasuArrow is one of Europe’s fourth largest German based group of companies in producing renewable energy. ZasuArrow has so far planned, installed and operated several renewable energy power plants across the globe. ZasuArrow as a green company has the full spectrum of renewable energy solutions from initiation to operation with the help of latest technology i.e. Solar, Wind, Hydro Power and Fossil fuel energies. Subsequently, Dipl. Eng. Alham Omar Hotaki - Deputy and Acting CEO of Dehsabz-Barikab City Development Authority (DCDA) briefed the gathering on the Technical, Social, Environmental and Economic viabilities and feasibility of KNC project development and stated that KNC project shall be manifesting economic and social change in the country. He added that, the City’s ability to attract at least USD 8 billion investments in the initial stages of development is a conducive approach towards attracting national and international investments in the country.
Lastly, the board of management of Dehsabz–Barikab City Development Authority (DCDA) promised to conduct a feasibility study on solar and wind energy sources at Phase-I of KNC and to share the final result of the study with ZasuArrow in the near future, based on which ZasuArrow shall be submitting their final technical proposal to DCDA for further processes. This comes as DCDA officials announced late in December last year that the construction of Kabul New City is ready to kick off, pending an approval from the Afghanistan Presidential Palace to start the construction work. The officials further added that DCDA-KNC has signed five agreements with the companies to construct 55,000 residential houses, and the companies are prepared to start their work. Kabul New City is almost two times bigger than the current city of Kabul, where 600,000 residential houses would be built which would be completed in two phases and in 15 years period. According to DCDA officials, residential houses would be built for 1.5 million in the first phase of the construction work of Kabul New City, while further houses would be built for another 1 million people in the second phase, with the construction work estimated to cost round $80 billion, where the private sector would have a major role in terms of financing the construction works. The construction design of Kabul New City was completed around 8 years ago where local and international experts contributed in preparing the master plan of the city which would be built in Dehsabz area of Kabul. Afghanistan renamed the Salma Dam as “Afghan-India Friendship Dam” to honor the contribution of India

The decision to rename the dam was made by Afghan President Dr. Ashraf Ghani. Construction works of the Salma Dam located in western Herat province are expected to be completed by mid-2016. The major dam passed a critical stage on Sunday with closure of Diversion Tunnel Gate and work on filling of dam reservoir kicked off. According to the Indian Consulate in Herat province, the reservoir will be 20km long and 3.7km wide and has a storage capacity of 640mn cubic meters. Situated on Harirod River in Chishte Sharif, the multi-million dollar Salma Dam Project is being executed by M/S WAPCOS Ltd. Costing at least USD 300mn, the expenditure on the project will be met by the Non-Plan Head of Aid of India to Afghanistan. The Salma Dam is one of the two big projects India undertook in Afghanistan, the other being the Parliament building. The dam’s completion failed in 2010 due to security issues and logistical constraints. The dam will meet energy and irrigation requirement of Western Afghanistan, with a capacity of producing 42Mw of power and irrigating 80,000 hectares of land. The project includes construction of 107.5 m high and 550 m long rock fill dam and other typical components of any hydroelectric power project such as spillway, powerhouse, switchyard, and transmission line. Russian Federation ready to invest in Housing sector of the Islamic Republic of Afghanistan

Russian Federation has pledged to expand Moscow’s economic projects in Afghanistan by investing in housing construction sector in the country. The commitment was made during a meeting between Russia’s deputy minister for energy Yury Sentyurin and Afghanistan’s Minister of Urban Development Affairs Syed Sadat Mansoor Naderi. Sentyurin further added that Russia will invest in housing construction projects in Afghanistan by exporting latest Russian technologies and facilities to build affordable houses in Afghanistan. This comes as a MoU was concluded recently between the Afghan housing construction sector and Russian Industry to form a construction company. The Ministry of Urban Development Affairs (MUDA) said the construction company will start operations under the name of CARDINAL and will be based on 51 and 49 percent share. Equipment worth $25 million will be imported in the housing construction sector of Afghanistan once the agreement has been finalized and signed. According to MUDA the investment and import of equipment will enable the Cardinal Company to build up to 1,000 apartments annually. A delegation of the Afghan officials led by urban development minister Syed Sadat Mansoor Naderi will is expecting to visit Russia to review the technologies and equipment besides signing the agreement between the two nations.Russia’s investment in housing sector is seen as a critical step forward considering Russia’s previous engagements in Afghanistan which included construction of 11,000 housing units in the form of blocks in Macroryan. Other major projects constructed by Russia include Salang tunnel, construction of housing factory, Naghlo dam, Kabul polytechnic university, Kabul Jangalak Takhnikom, Mazar-e-Sharif electricity factory, Silo factories in Kabul and Mazar and Ghaziabad-Hada farm in Jalalabad city.

TurkmenGaz supervises $10 billion TAPI pipeline

Turkmenistan will start works on Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline this December. TurkmenGaz, the national gas company of Turkmenistan and largest gas company in Central Asia, will supervise $10 billion TAPI Project. Gas companies of Turkmenistan, Afghanistan, Pakistan, and India established a Consortium that will build, own and operate the planned 1,800 kilometers TAPI pipeline.
TAPI pipeline will meet gas demand of the industry of the countries with the population of over 1.5 billion. The pipeline will export up to 33 billion cubic meters of natural gas a year from Turkmenistan to Afghanistan, Pakistan, and India over 30 years.
Construction works expected to be completed in three years.

Kazakhstan eyeing possibility to transport hydrocarbons to India through Afghanistan

Kazakhstan is considering the possibility to transport its hydrocarbons and to ensure Russian oil and gas transit to India, IA Novosti-Kazakhstan quoted the KazTransOil Director General Kairgeldy Kabyldin as saying October 1st, 2015.
During a panel session at the 10th international energy forum Kazenergy, titled “The change in energy development in Europe and the consequences for Central Asia”, Kabyldin said that currently the directions of oil and gas flow are being transformed.
“Earlier we were all aiming at Europe, the Baltic and the Black seas, but now the flows are reoriented to the east,” he said.
He added that Russia’s oil and gas are going today to the Pacific and China, and Kazakhstan is today transiting Russian oil and Turkmen gas to China.
Kabyldin noted that India is assumed to be the main driver of consumption growth in the region, adding that forecasts say India’s oil and gas consumption rate will grow by three percent a year.
"There are two huge buyers- China and India, situating not far from Kazakhstan,” he said. “We have already reached China. There is a promising direction to India. These are only 2,500 kilometers. It is also possible to solve."
He expects that many experts will say that there are risks of transit countries, Afghanistan and Pakistan.
"But I think the oil and gas pipelines are the elements of international stability to quickly resolve these conflicts,” he said. “As you see, the infrastructure is not used for oil and gas anywhere today."
"And I think that the direction to India is a strategic necessity for the development,” Kabyldin said. “I believe that it will be implemented. Of course, the question is when and by whom. But it will be in demand by the world community to supply primarily the Caspian and Russian oil and gas to the markets of the Indian Ocean."
Kabyldin proposes to consider the project on the Indian direction for the strategic objectives, the strategic planning.
"At present, the West Siberian Basin has the Omsk - Pavlodar - Shymkent oil pipeline with a capacity up to 25 million metric tons,” he recalled. “As of today, it is not fully loaded. There is the Kazakhstan-China oil pipeline with a capacity up to 20 million metric tons. It is not fully loaded either. That is, at present, the infrastructure is on the boundaries towards India."
Kabyldin said that namely diversification of opportunities for oil and gas supply to international markets will be one of the strategic vectors of activities of KazMunaiGas national company and KazTransOil national operator for oil transportation.
Today, Kazakhstan has both scientific and technical potential for implementing such large projects, he said.
“If you remember, when were talking about the Kazakhstan-China oil pipeline in early 2000s, some experts stated that it is a dream which will never come true,” said Kabyldin.
But today, Kazakhstan’s oil and gas is delivered to the Chinese market and shows that Kazakhstan will be needed for transiting hydrocarbon materials from West Siberia and well as from the Caspian Sea to Asia, he added.
